Why does the author provide the following information?

Hi, in the following question from a TOEFL test, I could not understand why D is correct, while I think that A can be correct too. Why am I wrong? Thank you for your helps.

Re: Why does the author provide the following information?

"The commercial revolution created a great deal of new wealth, which meant a higher standard of living."

This is speaking in general terms, not just a higher standard of living for the 10%. Wealth in a society benefits all.

"A rising tide lifts all boats."

It is also a more straightforward reading to think that the author put the 10% figure in there to illustrate that it was a small portion of the population.
