    Hi,

    Could anyone please tell me what the underlined part of the sentence means?

    If your empty dwelling is the only option you have, then address the immediate problem at hand— your personal safety— and go to your residence.

    A sheet of paper with nothing else written on it? That you found in the street?

    No, it's a document passed to me which I have to translate. I've even googled most of its sentence, but nothing.

    address = concentrate on/deal with
    the immediate problem at hand = the problem you're facing right now
