    at this ground

I have read an excerpt that uses a phrase called "at this ground", but I looked it up in the dictionary and cannot get its meaning. Please explain how the phrase can be used. Thank you.

First, in social views, it definitely enhances the social harmony. According to the research by HKU, the change of elite and overdrilling culture leads a whole-man education rather than an academic base education. At this ground, the Administration regains the governance by giving the discretion as captioned to the parents and schools.First, in social views, it definitely enhances the social harmony. Re: at this ground

The whole thing reads like a bad translation from another language. There are unnatural expressions in every sentence.

That passage is not natural English. Could it be a bad translation of For this reason?
