    which is why

    Are "that's why" and "which is why" always interchangeable?
    Is one maybe more formal or more colloquial than the other?

    It depends whether you're using one or two sentences.

    They are never interchangeable.

    The version with that's why creates a comma splice. It needs to be preceded by a semicolon or a full stop (period).
