Is that OK to use "who" instead of "which" in the following sentence please?
BCI is a an association who specifies the standards in lead-acid battery industry.

Consider using "sets" instead of "specifies" in the above.
Also, because "industry" is a specific singular countable noun, it requires a determiner (in this case the definite article) in that sentence.
"... the acid-lead battery industry"
