    "What" or "Where"?

    Salaam.

    I've to choose a title for a text which introduces BCI or Battery International Council. Although BCI is an association with physical office(s), I thought one of the correct possible titles could be "What is BCI?" rather than "Where is BCI?".
    Is that true?

    What is the natural choice.

    Write I have to, without the elision. We don't normally elide to have when it means "must".
    I am not a teacher.
