    do no harm

In the following sentence, what word should it be put in, that, which, what, or it?
My answer is (D) it because the word “it” refers to “do no harm.” Am I right?

When it comes to “do no harm,” the problem is defining harm and the risk of inflicting it, as well as _________ constitutes reasonable measures to impose on someone to minimize that risk.
    (A) that (B) which (C) what (D) it

    Re: do no harm

We help when the OP first makes their own attempt at multi-choice questions, giving reasons for their answers.

I expect that contiluo, as an English teacher, is checking the answer to an exercise before their students attempt it.
