    She sings when she gets dressed.

    Does it mean someone helps her put on the clothes?

    or She does it by herself?

    Then why the passive voice is used?

    When we say that someone "gets dressed" we almost always mean that they are putting their own clothes on by themselves. In your sentence, I would use "She sings while she gets dressed" meaning "She sings while she is in the process of putting on her clothes".
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    The poster is referring to 'get + past participle', which may be used to express passivity. (I'm not sure this structure can be technically termed 'passive voice', though.)

    He got killed.
    I got hit by the ball.
    They got made redundant.

    In any case, there's nothing passive about getting dressed if you're doing it yourself.
