It has to be done on high priority.

What will be the "active voice" of this sentence?

Is this present tense?

The original sentence isn't correct. Do you mean This has to be given the highest priority?

You could say something like this, using the imperative: Give this matter the highest priority. With the active voice, you might say ​I want you to give this the highest priority.

That sounds unnatural to me. I would use "urgently" or "as a matter of priority" instead of "on high priority."

Is this present tense?
It refers either to the future or the present time.

I have been trying to learn to use of "has to be", "have to be", "to be" (not talking about is, am and are) and "need to be" for one year but couldn't understand them.

Please teach me with few examples so that I could use them properly.
Also, please share a website from where I could learn the subject topic.

Also, correct me where mistakes were done in the question by me.

At this time, I don't remember all the sentence, however, I will ask day to day basis.

1.
Consolidated delivery has not be done for the subject purchase order.
Consolidated delivery has to be ......

2.
I have sent you my clothes to be washed.
Cloths were sent/ have been sent to you to be washed.

3.
This matter has to be taken up front of the management.
This matter has to be taken up in the meeting.

4.
You don't have to be a part of this project.

5.
All the products have to be delivered latest by next week.
This product has to be delivered.....

6.
We want the material to delivered in our Dubai warehouse.

7.
Customers detail to be carried forward to the next step.


8.
Please find attched the credit application form to be filled.

What I understood is, I shouldn't put "not" with "to be".

You must not consilidate this order with others.
Please don't consoludate the subject order with other orders.

What I understood is, I shouldn't put "not" with "to be".
No, that's not true. You can.
For example,
This show is unique and is not to be missed.
I was not to be a doctor. That was my fate.
A brake, not to be confused with "break", is what makes a car stop.

You must not consolidate this order with the others.
Please don't consolidate [STRIKE]the subject[/STRIKE] order #123 with the other orders.
