    To include (or including) yesterday's launch of multiple missiles

    "Continued provocative actions by North Korea, to include yesterday's launch of multiple missiles, only confirm the prudence of our alliance decision last year to deploy THAAD to South Korea."


    In the above sentence from CNN Breaking News, why do we not use "including" instead of "to include"?

    Both versions are grammatical and natural.

    I would use only 'including'.

    Me too. However, the infinitive is more and more common in that usage, at least in American English.
