    Hi There;
    There is a news presentation in http://www.bbc.co.uk/programmes/p04w1b8g and at the 03:37, the speaker says similar to "but allowed bad dudes to circumvent the order " is it true? And at the 03:47 the speaker starts the sentence with "has clearly given ..." , however I can not understand the remaining. Could you please help?
