    What does the word "seen" mean in the above sentence?

    The start means "If it looks as if the government is condoning the violence" or "If the public perceive that the government is condoning the violence".
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    Is seen to is a way to say "appears to" in the passive voice.

    I think 'is seen' can be replaced with 'seems'.

    Yes, it can. The original "is seen" has a slightly different connotation. It puts more emphasis on public perception.
    I'm not a teacher. I speak American English. I've tutored writing at the University of Southern Maine and have done a good deal of copy editing and writing, occasionally for publication.
