"Get across" is often used with words like failed to, as in Jutfrank's post; the writer tried to convey information, but the reader doesn't receive it, as if the information were in a boat crossing a river and didn't make it or "get across" to the other side.

Is it absolutely an idiom? If so, what is non-idiom version of the verb?

It's a phrasal verb. In many cases, you could replace get across with "convey" or "explain".
