    They have been so effectively propagandized

    Does "they" refer to "all the deceits, outright lies and blatant inconsistencies and broken promises" (Hereinafter I would refer to as All)?

    And, does the clause "that All
    will likely not change many minds" serve as the object of "propagandized"?

    If so, I failed to get the meaning of the sentence: If "all the deceits..." had been effectively propagandized, then "many minds would have changed", but Mr.B said "will likely not change many minds." It is not consistent to me.

    Where did I get it wrong?

    The GOP "base" is now pretty much a lost cause. They have been so effectively propagandized that all the deceits, outright lies and blatant inconsistencies and broken (or soon to be broken) promises will likely not change many minds.

    But there is a large and electorally very significant portion of the population who shifted their votes from Obama to Trump (not to mention those who didn't feel motivated to vote this last cycle) and it's those people who the left must reach and inform.

    "They" refers to the people (the GOP base). It is "They" that have been so effectively propagandized. Even becoming aware of the deceits and lies will not change the people's minds.

    It is very clear now.

    Does the author imply that GOP base are aware of the fact that Trump is a liar (yet they still like and support this liar)?

    The speaker seems to be implying something like that, yes.

    They may not be aware yet, but making them aware won't change much.
