Cats need to be kept in an enclosure ...

1)After a long discussion, we have reached a compromise. We came up with a solution that the cats need to be kept in an enclosure to prevent/eliminate the risk of cross contamination.
2)The cats need to stay in an enclosure to prevent/eliminate public health problems/public health hazards.
3)The cat need to be kept in an enclosure to prevent/eliminate public exposure to public health related hazards.

Are the above sentences written correctly? Please advise.
