    the whole sentence, taking iinto account "testifies to"

    Hello.

    Hello.
    Constant cooperation with the recognised international leader testifies to high quality services offered by the shipyard.
    The above sentence was made up by me and the general idea behind it is that "the fact that there is still cooperation between the shipyard and the acknowledged international leader proves that services offered by the shipyard are of high quality".
    or
    "the fact that there is still cooperation between the shipyard and the acknowledged international leader is proof that services offered by the shipyard are at a high level".
    Please tell me what you thiink of the original sentence, paying close attention to "testifies to".
