    Can people be amended as well?

    we say we amend the things to make some positive changes in those things. Can people be amended as well? Like to amend a criminal and make them a good citizen.

    No. Criminals can be reformed or rehabilitated.

    Okay, criminals or bad guys can be reformed or rehabilitated into good people. But if we are talking about a person who is not a criminal but he is rude and doesn't know how to respect others then what do we need to say? "Can he reform or rehabilitate himself into a good person" or "can he be reformed" or "what is the way to reform this ill mannered person"?

    You can reform yourself, and there's no need to say to a good person.

    Not really, since reformed almost always has the meaning of 'by another person, group of people, or thing'. Also, follow it with the preposition into, not to.
