Are the following phrasal verbs interchangeable in the following sentences?
1.I normally look through my cookbooks for inspiration.
2.Betsy, can you look over my essay for spelling mistakes.
3.I’ll just run through the names and make sure everyone’s here.
4.Okay, let's run over the first scene again.

I wouldn't recommend interchanging them, no. Use them as they are written.

In 4. you could use either run over or run through.

I agree with jutfrank that they're not interchangeable.
I'd use "go over" or "run through" for #4.
