    Consider

    Hi!
    I see people use sentence like these:
    1.Opening them before instructed will be considered to be cheating.(consiser+to V)
    2.Opening them before instructed will be considered cheating(consider + Ving)

    hey,is there any difference between the two sentences above ?are they all correct?

    2 would be my pick out of those examples. The "to be" in 1 is redundant I think.

    If I were creating a similar sentence I would use,

    "Opening them before instructed is considered cheating."
