    I find it hard to explain that sentence from a cartoon.

    As "to fall in love" is the real subject, the sentence could be formed as " to fall in love is not too cold".

    But what's the meaning then?

    Penguins inhabit cold regions.

    'It' means the climate or temperature.

    It's not meant to be a humorous cartoon. It's just supposed to illustrate that it's possible to fall in love even when it's really cold outside.

    Some people find this kind of thing moving. It leaves me cold. (That's an idiom meaning "it doesn't move me emotionally.")

    The attic is always super cold. Love is a feeling that is associated with heat, excitement, etc. But for penguins, they can fall in love despite the cold climate.
