    whether it's

"Whether it's" got me in trouble with whole sentence. Could anyone please help me to figure out the meaning this sentence conveys?

Whether itís that the app isnít ready, the bugs are not all worked out, one person doesnít like the product, the script needs more work, blah, blah, blah .

From the book"Be Obsessed or Be average"

    Re: whether it's

The sentence lacks a main verb. It must follow a sentence that discusses reasons for a delay. Although you'll see sentences like this in print, you should not write them while you're still learning English.

"Whether it's" (where "it's" is a contraction of it is) refers back to the previous sentence. Suppose it said "Your contractor may offer one of a multitude of excuses." In that case, "whether it's" means "the excuse".

Thank you so much. Though I know that I am not supposed to post a comment for thanking anyone but this time I couldn't help. Thank you :)
