    So it means old ruined and also new modern empty houses/apartments/flats.

    No. I assume it means only those properties that are fit and available for sale or rent.

    "Vacant" here means "nobody is living there". Vacant properties are usually up for sale or rent. However, you could use the phrase to describe an abandoned building. It has nothing to do with whether the property is new or old.
