"he's peewed"? What does that mean?

I've tried to find if there's a translation for finnish idiom "väärin sammutettu" in english.
"Väärin sammutettu" literary means to put out a fire the wrong way. But idiomatically it means that something has been accomplished but the bureacratic rules were not followed while doing the deed. Imagine a firechief coming to a fire that has already been put out and he's peewed because he couldn't order how it should have been done.

You can accomplish something "through the back door". Use this term carefully, though, as it can also have a sexual connotation.
