    You should not use a question mark to end a statement.

    Tan Elaine was attempting to form a question about a statement. emsrtd2 showed one way of doing this. I would change the wording and write:

    Is 'I wish I were rich' correct?
    Is I wish I were rich correct?
    I wish I were rich? Is that correct?
