    swirls

    "A cart trundled through the freezing foggy streets, the driver hunched in his seat. He seemed to be all big thick brown overcoat.
    A figure darted out of the swirls and was suddenly on the box next to him."

    What does swirl(s) mean in this sentence? The only meaning I know and that I have seen in dictionaries is the one related to spiraling movement.

    It's short for "swirls of fog". The reader understands this from the previous reference to "foggy streets".
