    not say one word when soldiers are killed by .

    Why does a {name of the country} star like {name of an actor} who issues a full statement after the {name of a place} attack terror attack, not say one word when soldiers are killed by {name of the country} terrorists.

    I would like to know about "not say one word" this part. We are talking about a person so why not "not says" instead of "not say"? Could you please explain this?

    Your sentence is Why does X not say one word?, X being the rather long subject a {name of the country} star like {name of an actor} who issues a full statement after the {name of a place} attack terror attack,


    This is simply a negative form, the uncontracted equivalent of Why doesn't X say a word?

    Incidentally, This would have been much easier to read if you had used names:
    Why does a star like Fred Bloggs who issues a full statement after the London attack terror attack, not say one word when soldiers are killed by Kurdish terrorists?
