That makes no sense. Rate yourself on what? Your beauty? Your ability? Your driving quality? Your pain level? More information is needed in the question. Also, it should start with "What" not "How much".

A scale "of one to ten," or "from one to ten."

I'd start it with "how", not "what" (and not "how much").

Yes, but to be fair, that information would probably be clear from the context.

But tufguy didn't give us any context.

We're always asking him for it.

Q: "How"/"What" (some of you are saying that they would start the question with "how" and some of you would use "what" so I am using both here) would you rate yourself on a scale one to ten for your experience and working capability?

A: I would rate myself five when it comes to the experience and working capability.

Q: On a scale of one to ten, how/what would you rate your experience and ability?
A: Probably a five for experience and a nine for ability.

As always, I'm intrigued to know in what real-life situation you're planning to ask someone this question.

During the interview sessions a lot of people are asked this by interviewers.

So you're interested in the answer, not the question. Presumably you will be the interviewee, not the interviewer.

When are you going to interview someone who is applying for a job?

I wanted to know about the correct construction of that question.
