    b. I've just saying, weather conditions are expected to change soon.

    You can't use the present participle after "I've". You can write "I've just said I think weather conditions will change soon." There are few cases where that would be natural though. Usually you'd write "I just said...."

    You can't use "I've just saying ...".

    I just said ...
    I've just said ...
    I was just saying ...
    I've just been saying ...
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
