    Hi! What is the exact meaning of "including" in the following text? I am not sure that it means "add, incorporate", and so on. I think it may mean "insert". The passage is from a political text.

    HMG and company lawyers examining this possibility asrapidly as possible are including possible applicability UK coalnationalization law.
