    He was attracted to her

    He was attracted to her(this is correct).But can we say He was attracted with her.
    He was fascinated with her(this is correct).But can we say He was fascinated to her.
    This is the doubt and why.

    The answer to both your questions is 'no'.

    There is rarely a particular reason why we use one preposition in preference to another.

    Always put a space before an opening parenthesis ("bracket" in BrE) and after a period ("full stop" in BrE).
