2) The education system is good "at" or "in" major cities.
3) The education system is quiet good "at" or "in" that country.

"at" is okay for the first one.
I would only use "in".
I am not a teacher.
I consider "The education is good in/at that place" correct. However, neither one is natural. We would say "[The] education is good there".
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

It's good that you spotted the misspelling of "quite" and corrected it. However, it was pointless to repeat the "at" or "in" part when you already knew the answer.
