    go under pressure

    What is the exact meaning of the following passage? It is about political bargaining among two county regarding nationalization of oil industry in one of them. The text I political, and a delicate meaning. I am not sure about my guess on its meaning.

    The partial negation of nationalization program inherent in following or similar proposal webelieve represents limit to which private industry will go even under pressure.

    It,s a poorly written sentence. It should probably be: 'The partial negation of the nationalisation program inherent in the following, or similar proposal, we believe represents the limit to which private industry will go, even under pressure.'

    It means that, even if they are put under pressure, private industry will accept only the partial nationalisation set out in the proposal that follows, or some similar proposal. Presumably there follows a proposal for the partial negation of the nationalisation program.
