During the reign of Queen Victoria, the only country __ was Britain.

During the reign of Queen Victoria, the only country __ was Britain.

    A) to be industrializing
    B) industrialized
    C) being industrialized
    D) to industrialize
    E) at industrializing

I believe this sentence should take gerunds, so my answer is C. Key depicts D.
This question appears at the "Gerunds & Infinitives" section. There are many subsections there. In which rule applies there? Thanks in advance.

Both C) and D) are possible. It's not a good question.

    Neither linguistically nor factually.
