    underlying motives

    Hi! What is the exact meaning of the following passage? It is from a political telegram, dating back to 1953, with a special shortened style. ( I will edit the text, if disordered, after submitting it).
    There are other points on question of price and escrow arrangements which we find difficult but which have less bearing on the important consideration of underlying motives behind Mosadeq's redraft.

    There are other issues that they consider to be important, but which have less impact on the issues lying behind the redraft.
