    Hi! What is the exact meaning of the words in bold? It is from a political telegram, dating back to 1953,with a special shortened style. ( I will edit the text, if disordered, after submitting it).It is on oil dispute between Iran and England in 1953. It is a political text and I am not sure about what I have guessed about its meaning.
