    The local authorities leased

I am not sure if my sentence sounds natural, or if it is grammatically correct. Would you please correct my mistakes´.

The local authorities leased hundreds of hectares of arable land to the foreign company, which two years after the contract signing, still makes losses.

The singular "contract" would also work.
