    not understanding the system

Is this a valid sentence and meaning about somebody or something like a country do not understand a system related an area.

"My problem is not understanding the system."

Can this be a title: "Not understanding the system"?

    Thank you.

1.Is this a valid sentence and meaning about somebody or something like a country do not understand a system related an area > bad version.
2.Is this sentence a valid sentence and is this (2) meaning somebody or something like a country that do not understand a system related an area

Valid sentence is intended to mean that the sentence is with respect to grammar/construction and vocabulary/meaning of words.
The second this (2) marked with number is mentioned title "not understanding the system." I thought "not understanding the system" might be a title in a magazin about firms who bankrupted.

I take it you meant for a magazine/newspaper article. If so, then okay.
