Hi,
What is the differences between the following?

To some extent, experts believe that this is true.
Experts believe that it is true to some extent.
Expert believe to some extent that this is true.

You can understand to some extent to mean partly but not fully, or in some ways but not in all ways.

Don't use the first one.
The second one (true to some extent) says they think it's not fully true. Maybe it's true in some ways but not in others.
The third (believe to some extent) appears to be saying they do not fully believe it's true.

And, in a IELTS book it was written as: (Is this conclusion OK?)
To some extent, experts believe that this is true. (not all experts believe this)

In this sentence, in this position, it doesn't make proper sense to use to some extent. And there are clearer ways to express the meaning you state. Why not say Many experts believe... or Some experts believe...?

Wow. I find that very surprising! It's used here pretty frequently.
