    what does underlined word mean?

    People’s opinions differ as to whether or not school children should be given homework.

    Teachers,
    I got the answer. It is phrase "as to" that mean "concerning about" in the link below. Am I right?

    Does this alternative edition make proper sense as well?

    The link doesn't say 'concerning about': it says 'concerning or about'.

    Your alternative version (not edition) is fine.
