    The inclusion of than demands a comparative form, i.e. more or less.

    Note the correct way to ask a question. You always have to invert the subject and verb. If you want to make a question from the declarative statement "My answer is incorrect", begin with the question word, then write the verb, and then write the subject.

    You have said that comparative form is the clue of this question. With this logic, "fewer" could be an answer, since it also contains comparion meaning. Why "fewer" is not answer?

    We use fewer for countable nouns. The implied noun in this sentence is money, which is uncountable. Therefore you can use less but not fewer.
