The question is whether foreign travel brings more advantages or disadvantages.

The question is whether foreign travel brings more advantages or disadvantages.

Shouldn't it be 'travels' instead of 'travel'?

I thought we could always use "whether or not". Now I can see that "whether" can be used with other words.

    whether advantages or disadvantages.

No. Here, "travel" is an uncountable noun. "or not" doesn't have to be go with "whether".
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
