2. Two packet of cigarettes.

They are phrases - not sentences.

Think about it again. Consider whether there is one packet or more and whether each packet contains one or more cigarettes.

You can't buy a packet which only contains one cigarette so there is no phrase for it. You might have bought a packet of (20) cigarettes but now there is only one cigarette left in it.
