    My girlfriend is working hard vs My girlfriend works hard

    1.My girlfriend's studying medicine. She's working really hard there. VS. My girlfriend's studying medicine. She works hard there.
    2. The current government and all the ministries are doing nothing. VS. The current government and all the ministries do nothing.

    I worked for the ministry of domestic affairs for 2 months. They do nothing apart from stealing or They are doing nothing apart from stealing.
    My girlfriend is an ambitious person. She has always wanted to achieve goals. She's studying medicine in the US. She is working really hard in order to pass everything or She works hard in order to pass everything.
    She's learning well or She learns well. If she keeps working she'll receive a scholarship.

    If you're talking about her general characteristics then say that she learns well. If you're talking about this course, the progressive form makes sense.

    So I understand, that I should follow this scheme all the time, shouldn't I?
    I'd like you too see, whether my understanding of these sentences is appropriate. For example:
    1.The current government is doing nothing. (They are always lazy, but this term their idleness is enormous. Their term will have been finished in 2 months.)
    2. She's studying medicine. She's working really hard. (She often works hard, but she's a student and she has very tricky and challenging courses, so she is eager to sacrifice her time. These difficult times will end one day.)
