    I am wondering if my sentence is grammatically correct.

    The government criticised the rapacious landlords who were changing exorbitant rents.

    It depends on whether all the rapacious landlords were charging exorbitant rents or not, but there might be a case for a comma, at least if some were merely charging a bit too much.
