    the notion of

    Can one write
    a. The very notion of trickle-down economics is at best a dubious notion.
    b. "Trickle-down economics" is at best a dubious notion.
    c. Trickle-down economics is at best dubious notion.

    d. "Ether" is not a scientific term.
    e. Ether is not a scientific term.


    Obviously, trickle-down economics is not an idea and ether is not a term. I think the quotation marks are necessary, but I doubt that many people would use them.
