    Trying to introduce a training in English

    The following sentence is my attempt to introduce a training theme in English. Is it natural English to you? How to improve it if the English is flawed?

    The training is centered around the theme of "Enhance Safety Awareness and Lay the Foundation of Safety Production to Ensure Safety Production of Fishery."

    No, it's definitely not natural English. I find it difficult to work out what you're trying to say.

    Safety Production is not right.

    Okay. Let me try to explain one by one. Please correct my grammar.

    The expression of "safety production" refer to ensuring the safety of people/workers in the process of making products (here referring to fishery - to prevent fishermen from any danger during fishing).

    Thus, according to your opinion, I correct "safety production" into "safe production" (eh, I am not sure at all it is correct).

    Enhancing and Laying might help to start, but this needs quite a lot of work..

    It looks much clearer. But does it sound natural?

    (PS, "Safe Production" has been repeated twice. But I don't know how to avoid it)
