we need to form a new city living

Is this sentence correct? I am not sure about punctuation in the middle of the sentence:

We need a new form of city living that involves cutting car use to a minimum, recycling whatever is possible from sewage to sandwich rappers, for example, as well as developing energy-efficient buildings.

Other than your misspelling of "wrappers", it's OK. I'd remove "for example". "From sewage to sandwich wrappers" includes the idea of "and everything in between". You don't need to explain that you're just using those as examples. I'd also change "as well as" to "and".
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
