    Stagger the washing with the topsides / boottop washed first

    Hello.

    Stagger the washing with the topsides / boottop washed first and the underwater area 50m (164 ft.) behind.
    Does the above sentence mean that the washing should be planned/arranged in such a way that topsides / boottop are washed in the first place, followed by the underwater area 50m (164 ft.)?

    Again you present a rather poorly worded set of instructions. I won't even attempt making it better because I don't understand all of it.

    "To stagger" an action means you perform on action first (washing the topsides and boottop first) then you do another action and perhaps repeat it.

    I have no idea what terms like "boottop" mean. the whole set of direction makes no sense to me.

    A wind and water strake is another name for a boottop.

    This is highly specialised language- I have never heard these terms used- they may be common in your professional area, but they're not used outside it.
