    they don't have to follow rules they the way in which/that others do.

    I have two questions:

    1: Is a bold part OK?
    2: Is the use of "on the other hand" correct here?

    I think leadership positions can have a negative effect on some people. I mean, when they get power, they start feeling that they are much better than others, or that they don't have to follow rules the way in which/that others do. On the other hand, some leaders feel more responsible when they have power.

    Well the bold part of your sentence is not fine as written since you seem to offering a choice of phrases. I will get to this later.

    If you are talking to someone then the "I mean" is ok.

    However, you describe what is meant by the the previous sentence very well in the second sentence. So if this is a written response I would leave out "I mean"

    I would break up that sentence into two smaller sentences. As far as the bolded part I would not use either choice. I would just eliminate "in which/that" and put the "in" in front of "way".

    Your use of "on the other hand" looks fine to me. Just think that you are physically comparing something in each hand. First you look at the contents of one hand. Then you look at what you have in the other hand for a comparison.
