    The town introduced zero tolerance policy for

    I am not sure if my sentence is correct. Would you please correct the mistakes? Is it correct to use "whereby" in this sentence?

    The town introduced zero tolerance policy for littering, whereby anyone who does not comply with it can expect heavy fines.

    Yes the sentence is fine. "Whereby" including the comma is used properly as I see it.
    Experience is recognizing a mistake the second time you make it.

    I'd add the indefinite article before "zero".
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    I agree an "a" should be placed before "zero". I think I mentally added it when I read the sentence.

    I would add a hyphen: "... a zero-tolerance policy ..."
